§ Mr. William RossAwareness of the health hazards of smoking is already widespread, though often not acted upon. Publicity against the habit forms the largest single component of the Scottish Health Education Unit's budget. The effectiveness of such measures is subject to continuing appraisal and review, and this has led to special emphasis now being directed towards selected groups such as expectant mothers and parents of young children. Further measures which might help to discourage smoking are under consideration.
