§ Mr. Hooleyasked the Secretary of State for Foreign and Commonwealth Affairs if he will review the policy of expanding military installations on Diego Garcia, in the light of the Commonwealth Conference communiqué calling for the implementaion of United Nations resolutions declaring the Indian Ocean a zone of peace.
§ Mr. EnnalsThis it not necessary. Our agreement to the limited expansion of the United States facilities at Diego 143W Garcia takes account of the need for both peace and security in the Indian Ocean. The facilities at Diego Garcia cannot be used without our agreement. We share the desire of Commonwealth Governments for some form of arms limitation in the area, and we support the proposal by the Australian Government for mutual restraint by the United Sates and the Soviet Union.
