§ Mr. CroslandThere have been no changes in the county development plan as it affects south-west Durham since the last amendment was approved in May 1972. The local authorities have statutory powers for controlling development in their areas, and it is mainly for them to decide whether an application should be permitted. Those which come to me for decision are for the most part of regional or national significance, or on appeal against refusal by the planning authority. Individual decisions depend upon the merits of each case.
