§ Mr. Biffenasked the Secretary of State for the Home Department what proposals he has to implement the recommendation in the Foster Report on the admission of alien scientologists, in view of the Government's refusal to establish a statutory register for psychotherapists and the statement by the Charities Commission in October 1975 that it sees no need for any changes in the law relating to the fiscal privileges enjoyed by religious bodies.
