§ Mr. BennAfter consultations between our respective Departments my right hon. Friend the Secretary of State for Industry is now issuing a consultative document for consideration by bodies representing manufacturers, distributors and consumers. This proposes a scheme covering all new cars sold as from 1st January 1977, with the necessary testing to be completed during the intervening year in accordance with a specification annexed to the document.
