§ Mr. Brittanasked the Secretary of State for the Home Department whether the remarks of Mr. Roger Parker, QC, referred to in the concluding passage of the judgment of Lord Denning in the Court of Appeal in the case of Congreve v. the Home Secretary were made on his instructions; and, if so, whether he will make a statement on the reasons for those instructions and the policy intentions reflected in them.
