asked Her Majesty's Government:

Whether they are satisfied with the arrangements for the payment of Eurocontrol charges by British aircraft operators, bearing in mind (1) the fluctuating value of the pound and (2) the need to obtain Exchange Control approval for each payment.

Lord WINTERBOTTOM

Yes. The Eurocontrol system of charging has to be centralised and the US dollar is the most convenient currency of account. Fluctuations in the sterling amounts payable are therefore unavoidable. So far as the Government are aware, Exchange Control creates no problems, but if procedural difficulties have come to the notice of the noble Lord I should be happy to ask my right honourable friend to look into them.
