16. Mr. Fitt

asked the Secretary of State for Northern Ireland what progress is being made in the operation of the rent rebate scheme in Northern Ireland, particularly in West Belfast, and the Carlisle Housing Estate in North Belfast.

29. Mr. Carson

asked the Secretary of State for Northern Ireland if he will make a statement on the implementation of the rent rebate scheme of the Northern Ireland Housing Executive; and if he will make an assessment of the percentage of eligible tenants who are availing themselves of its benefits.

Mr. Concannon

The implementation of the rent rebate scheme is the direct responsibility of the Northern Ireland Housing Executive. However, I understand from the Executive that the take-up is still disappointing and that at 31st October only 6 per cent. of the Housing Executive's tenants throughout Northern Ireland were receiving rebates though as many as 40 per cent. may be eligible.
