Mr. Rooker

asked the Secretary of State for the Environment if he will publish in the Official Report details of legislation currently on the statute book for which his Department is the implementing Department and which has not yet been brought into operation due to financial, energy or any other reasons indicating (a) the reason for delay (b) the estimated savings due to non-implementation (c) the expected increase in staff, stating if central or local government, required for implementation and (d) the estimated date of implementation.

• Carriage of Passengers by Road Act 1974.
• Reservoirs Act 1975.

Partly in operation

• Control of Pollution Act 1974.
• Housing Act 1974.
• Road Traffic Act 1974.
• Community Land Act 1975.
• Health and Safety at Work etc. Act 1974: Part III.

Information about earlier legislation, and an analysis of the kind for which my hon. Friend is asking, could not be provided except at disproportionate cost.
