§ Mr. Gregor MackenzieWe are aware that much needs to be done to stimulate industrial development in areas of high unemployment such as Scotland, and our regional industrial policies give high priority to this. When the Scottish Development Agency, the National Enterprise Board and the planning agreements system come into operation, we shall be able to do even more. In addition, my right hon. Friend the Chancellor of the Exchequer announced in his Budget speech on 15th April that special schemes are to be introduced to encourage firms to bring forward some categories of investment and to help certain industries with modernisation plans.
