§ Mr. Cartwrightasked the Secretary of State for the Environment if he will assist those London local authorities who are having to borrow at high interest rates in order to make good the loss of income caused by commercial ratepayers withholding a proportion of their rates under Section 8 of the General Rate Act 1967.
