§ Mr. BoothI understand that the dispute on this site concerns the use of "lump" labour. The dispute has been dealt with through the agreed procedures of the National Joint Council for the Building Industry and I hope that the recommendations of the National Conciliation Panel will lead to an early resumption of work. The Government have already declared their intention to tackle the abuses of the "lump" as a step towards creating a stable work force in the construction industry.
