asked the Secretary of State for the Home Department if he will seek powers to take emergency action to prevent the removal from the country of children and other persons forcibly abducted by foreigners.

Where the abduction of a child would constitute a criminal offence powers already exist to arrest the person seeking to remove him. Where one parent or guardian seeks to remove a child against the will of another, the question of taking action to prevent removal overseas arises only where an order has been made by a competent court in England or Wales restraining the child's removal from the jurisdiction; arrangements already exist in such cases for the Home Office to take whatever action may be practicable to prevent evasion of the order.
