§ Mr. William RossNo. The Counter-Inflation (Residential Rents—Private Sector) (Scotland) No. 2 Order 1974 which was laid before Parliament on 22nd November specifically excepts lettings to students by universities and other higher educational institutions. This exception was made in recognition of the recent student grant settlement which took account of increases in the costs of accommodation.
