§ Mr. EnnalsHer Majesty's Government sympathise with efforts designed to promote arms control on a regional basis. The initiative must come from the countries of the region. As far as the Indian Ocean area is concerned, various ideas have been put forward, both publicly and in confidential discussion. We are studying them closely.
