asked the Secretary of State for the Home Department whether he will recommend the appointment of a Royal Commission to examine the problems of violent crime and include in its terms of reference both the questions of the punishment of offenders and the compensation for victims.

No. Compensation for the victims of crimes of violence is already available under the Criminal Injuries Compensation Scheme, which is currently under review, and the criminal courts were given new powers to order compensation in 1972.
