Friend understands that there is still a possibility of a model site agreement resulting from current discussions between the Mobile Home Residents Association, the National Federation of Site Operators and the National Caravan Club. He will be watching the progress of discussions carefully, but does not believe that any immediate intervention would be justified.
Mr. Carter-Joaesasked the Secretary of State for the Environment if he will take steps to restrict rent increases on caravan sites occupied by elderly and disabled persons; and if he will make a statement.
§ Mr. KaufmanExisting legislation applying to rents payable by tenants to a 149W landlord, local authority or housing association does not apply to mobile home residence where many occupiers own their dwelling but rent the space on which it stands. My right hon. Friend, however, is considering what might be done to deal with various problems of concern to mobile home residents, including those who are elderly or disabled.
§ Mr. Newensasked the Secretary of State for the Environment if he will introduce legislation to enable the residents of caravans and mobile homes to be protected from rent increases in the same way as tenants of conventional houses and flats.
§ Mr. KaufmanMy right hon. Friend is considering what steps can best be taken to deal with the various problems of mobile home residence, including rents charged for site occupation.
