asked the Secretary of State for Scotland what are the arrangements, under the current herring quota system, for monitoring the area of the catch and the quantity of the catch in Scottish waters by the Soviet fishing fleet.

In terms of the North East Atlantic Fisheries Convention under which the North Sea quota arrangements were agreed, each participating State is responsible for monitoring its own herring catch taken from within the specified area. This area does not include, as far as foreign vessels are concerned, waters of the North Sea within our 12-mile limit, and if such a vessel were to be found fishing within these waters it would be arrested.
