§ Mr. William RossIn terms of the North East Atlantic Fisheries Convention under which the North Sea quota arrangements were agreed, each participating State is responsible for monitoring its own herring catch taken from within the specified area. This area does not include, as far as foreign vessels are concerned, waters of the North Sea within our 12-mile limit, and if such a vessel were to be found fishing within these waters it would be arrested.
