asked the Prime Minister which Minister is accountable to Parliament for the actions of the Secretary of the Cabinet in censoring the intended memoirs of deceased Cabinet Ministers.

As I said in answer to my hon. Friend the Member for West Lothian (Mr. Dalyell) on 15th November, former Ministers are expected to submit their manuscripts to the authorities not just to ensure that national security is not prejudiced but also to ensure that they do not indulge their right to defend their actions to a point which endangers the mutual trust on which Cabinet government depends. The Secretary of the Cabinet is responsible to me both for the policy and for action on individual manuscripts.
