asked the Secretary of State for the Home Department if he will introduce legislation to make it an offence for a person not to inform the police if he has knowledge of a serious act of violence which has been or is about to be committed.

Mr. Lipton

asked the Secretary of State for the Home Department whether he will introduce legislation to make it an offence not to give information to the police where a person knows that a murder has been committed.

My right hon. Friend has no plans to do so. Section 5(1) of the Criminal Law Act 1967 makes it an offence to withhold, for any consideration, information about an arrestable offence.
