§ Mr. FreesonUnder the provision of the Housing Act 1974 applicants for house improvement or intermediate grants will normally be required to provide certain standards of thermal insulation in the improved dwellings before grant is payable. The cost of insulating a dwelling should be quickly recovered through reduced expenditure on fuel.
