Mr. Hooley

asked the Secretary of State for the Environment if he will take action to ensure that a householder may qualify as of right, and not on a purely discretionary basis, for an improvement grant for better heating insulation of his dwelling to conserve fuel.

Sir John Rodgers

asked the Secretary of State for the Environment if he has any plans to announce changes in grants to encourage better home insulation in houses old and new, private and council.

Mr. Freeson

Under the provision of the Housing Act 1974 applicants for house improvement or intermediate grants will normally be required to provide certain standards of thermal insulation in the improved dwellings before grant is payable. The cost of insulating a dwelling should be quickly recovered through reduced expenditure on fuel.
