Mr. Rost

asked the Secretary of State for Employment if he will place in the Library an account of the Government's understanding of the social contract.

Mr. Booth

I would draw the hon. Member's attention to page 5 of the most recent Labour Party manifesto, a copy of which has already been placed in the Library.

Mr. Rost

asked the Secretary of State for Employment whether he will list the organisations or their representatives, apart from the TUC, who were signatories to the social contract, or who participated in the consultative and formative stages of the drawing up of the contract.

Mr. Booth

The basis of the social contract emerged from the discussions of the TUC-Labour Party Liaison Committee whose report "Economic Policy and the Cost of Living" was published in February 1973 and approved by the TUC General Council. The TUC's understanding of the contract as set out in the General Council's report "Collective Bargaining and the Social Contract" was overwhelmingly endorsed at the TUC conference in September.

asked the Secretary of State for Employment what is the Government's understanding of the date of commencement of the social contract.

Mr. Booth

The basis of the social contract was set out in the TUC-Labour Party Liaison Committee document "Economic Policy and the Cost of Living" in February 1973. The implementation of the contract commenced when the Government took office in March this year.
