asked the Minister for the Civil Service what he estimates as the gross and net of tax costs of making unestablished service fully reckonable for pension purposes for those civil servants who have retired and for those expected to retire in the next 5, 10 and 15 years.

Unestablished service in the Civil Service given on or after 14th July 1949 reckons in full for pension. Unestablished service before that date normally counts as to one-half. Excluding the effect of future cost of living increases, the estimated gross cost figures requested are given in the table below.

The application of the policy relating to staff on detached duty is a matter for employing Departments in the light of their own particular circumstances. The Civil Service Department has no staff serving in Northern Ireland.
