asked the Secretary of State for the Home Department whether he will consider proposing that Italians and other EEC or European nationals who have resided in the United Kingdom continuously for the past 20 years but have not applied for naturalisation should have the right to vote in local government elections.

No. The basis of the franchise in the United Kingdom is already wider than that in many other European countries and we see insufficient grounds at present for extending it.
