asked the Minister of Agriculture, Fisheries and Food, in view of the number of animals which could face starvation on farms this winter, whether he will now carry out the recommendations of the O'Brien Report.

We have promised a debate on the O'Brien Committee's recommendations and this will take place as soon as possible. In the meantime our present policy on exports of food animals will continue unaltered. Supplies of winter keep are the subject of an urgent field study and we are mounting advisory campaigns to minimise the risks of starvation and disease.
