asked the Secretary of State for Industry what percentage increase in postal charges would be required to enable the postal services of the Post Office to meet its operating target.

The postal services were not subjected by the previous Government to any target beyond their part of the general statutory duty of the Post Office to break even taking one year with another. Power to compensate the postal business for the effect of price restraint is, however, included in the Statutory Corporations (Financial Provisions) Act 1974.
