What Government grants are or were receivable by the Health Education Council in the current year and in the previous two years; what proportion of its budget is or was covered by such grants; what are and were the major items of its expenditure; who are the members of its Council and on whose recommendation they were appointed.

The Health Education Council is financed largely from Central Government funds. The Council's total allocation from this source in the financial years 1972–73 and 1973–74 was £838,000 and £1,609,000 respectively, equivalent to 91 per cent. and 95 per cent. of its total budget. The 1973–74 Budget included large special allocations for smoking and health and family planning campaigns. £830,000 has so far been allocated to the Council for the current financial year; this excludes any additional provision which may be made for family planning. Following the recent transfer of health education functions from local health authorities to Area Health Authorities and a consequential reduction in the Council's income from local authorities Departmental grants are likely to represent almost 100 per cent. of the Council's income for 1974–75. In recent years, apart from the Council's educational and training activities, research, and administration costs (e.g. salaries, rental, etc.), the major items of expenditure have been on health education campaigns on smoking, family planning and sex education, and sexually transmitted diseases. Together with alcoholism these will continue to be the Council's main priorities in the current year.

The Council comprises a Chairman and 23 members. All are appointed by the Secretary of State for Social Services, including five nominated by the Secretaries of State for Education and Science, Northern Ireland and Wales and 11 selected from nominations submitted by a wide range of professional organisations and other bodies. The Council's current membership is:—
