asked the Secretary of State for Scotland if he will now make a statement on the Edinburgh outer ring road.

Responsibility for initiating proposals rests with Edinburgh Corporation and Midlothian County Council as the local highway authorities and they are considering the matter. I have no proposals before me at present.
