Mr. Bishop

asked the Secretary of State for the Environment what action he proposes to take to control the transport of dangerous chemicals by road and rail; and if he is satisfied with the present regulations concerning action to be taken in accidents where such chemicals are involved.

The Health and Safety at Work etc. Bill will give additional controls to those available under current legislation for the transport of dangerous chemicals by all modes of transport.

Present arrangements with accidents involving emergency cards such as the TREMCARD are well known to industry and the emergency services. My right hon. Friend the Home Secretary is now examining a new scheme for improving the rapid identification of dangerous chemicals travelling by road which should help speed up effective emergency action following an accident. A similar scheme is also under consideration by British Rail.
