asked the Secretary of State for the Environment what are the other and best means of measuring housing need in London, referred to in the answer of his hon. Friend the Minister for Housing and Construction on 2nd April 1974; and how these compare as measures of housing need with the evidence provided by housing lists maintained by the London boroughs.

Measures of housing need include the overall relationship between supply and demand, as shown in statistics of dwellings on the one hand and of households requiring separate dwellings on the other; and statistics of unfit or substandard dwellings which need rehabilitating or replacing to provide accommodation of an acceptable standard. These provide a better overall picture of housing need than borough housing lists which often exclude people in undoubted housing need.
