asked the Secretary of State for Defence why the cost of relocating defence facilities at Shoeburyness to permit progress on the third London airport has been charged to the defence Estimates.

It has been agreed that, for convenience, the costs of the third London airport should lie where they fall and be charged to the appropriate public expenditure programme. Although certain costs fall on Defence votes, the Defence Budget has been fully compensated.
