asked the Secretary of State for Scotland if, in view of long-term energy problems, he will now further encourage district heating schemes in local authority developments.

Responsibility for selecting the most suitable form of heating for local authority developments rests with the authorities themselves. My Department has already offered to provide comprehensive guidance to any local authority interested in providing district heating.
