LyonBlind people not resident in a public or charitable institution or a school can obtain television licences at a fee £1.25 less than the standard fee, by virtue of Section 2 of the Wireless Telegraphy Act 1949 as amended by the Wireless Telegraphy (Blind Persons) Act 1955. The licensing requirements for old people's homes are such that residents in some homes receive what are in effect concessionary television licences; details are contained in Statutory Instrument 1970 No. 548. My right hon. Friend has no plans to seek authority to issue concessionary licences to other categories of people.
