asked the Secretary of State for the Environment when he expects the members of the Commission for Local Administration in England to be appointed; and how soon he anticipates that the commission will be ready to receive representations regarding maladministration by local authorities.

Before any local commissioner can be appointed it is necessary to consult the representative body. This body has not yet been designated because I have been awaiting the views of the interested parties on its constitution. I hope that the designation order can be made within the next few days. As soon as the order has taken effect, I shall consult the representative body as to the choice of the chairman of the English Commission and one other local commissioner. The appointment of further commissioners will depend on the number of complaints received.

In order to be investigated by a local commissioner, a complaint must relate to maladministration occurring on or after 1st April 1974.
