asked the Secretary of State for Trade what restrictions on import controls and export subsidies are imposed by EEC and GATT regulations; and whether there are any circumstances in which these cease to be binding on member countries.

Mr. Shore

Quantitative import restrictions are not normally permitted under GATT and EEC rules but there are circumstances, including balance of payments difficulties and sectoral problems for particular industries, where they may be temporarily imposed. Export subsidies for manufactures are not permitted in the GATT. Where such subsidies distort trade between member States they are also prohibited in the EEC.
