asked the Minister of Agriculture, Fisheries and Food if he will take steps to secure the removal of the provisions in the European Economic Community fishery regulations which create a withdrawal price for Cornish mackerel and pilchards which is little more than half that for most other ports in the United Kingdom.

The provision for fixing at lower levels in certain regions the withdrawal price entitling fishermen to partial compensation from Community funds is one which should be examined along with other aspects of the common agricultural policy, but not with any intention of increasing the inducement to withdraw mackerel and pilchards which ought to be sold for human consumption. No compensation has in fact been claimed anywhere in the United Kingdom for withdrawals, which are voluntary; moreover, the normal as well as the regional withdrawal price would be reviewed, even under the existing regulations, if it proved actually to encourage withdrawal.
