asked the Secretary of State for Foreign and Commonwealth Affairs what action Her Majesty's Government have taken to implement Resolution 712 of the Council of Europe.

I have been asked to reply.

The Committee of Ministers of the Council of Europe decided, at their meeting in October 1973, to draw to the attention of the Governments of member States the proposals set out in Recommendation 712 of the Consultative Assembly.

As a party to that decision the Government have a moral obligation to pay due regard to the proposals when formulating its policies in respect of migrant workers. They have therefore been drawn to the attention of the Departments concerned.

In general terms the Government's policies are in line with the proposals made by the Consultative Assembly. Because they cover an extremely wide range of activities it would not be practicable to describe them in detail.
