asked the Minister of Overseas Development whether in the EEC Council of Ministers she is supporting the proposal for a European Community contribution to the United Nations' proposed emergency measures for the countries hardest hit by the oil crisis; and whether she intends that the British contribution should be entirely included in the European contribution or that there should be a separate and additional national contribution.

As my right hon. Friend told the EEC's Development Council on 13th June, we warmly support the proposal for a European Community effort, in association with other countries, to help those developing countries that have been hardest hit by the rise in oil and other commodity prices, and we hope that the Community will reach a final decision on it shortly.

We are already making available substantial bilateral resources to the most seriously affected countries; and—in the absence of Community action—would consider how these should be supplemented by a national contribution to the emergency measures.
