§ Mr. MillanMy right hon. Friend gives local authorities every encouragement to build houses to meet needs in areas affected by oil development and they have large programmes under way. To assist them, the Scottish Special Housing Association has been authorised to build 4,600 houses representing direct Government investment of well over £50 million.
