Mr. Ronald Gough Waterhouse, QC.
Recorder: Chairman of the Committee of Inquiry on Rabies (1970).
Deputy Chairman:
Mr. Michael Gibbon, QC.
Recorder: Chairman of the Advisory Committee (Wales) set up to advise the Home Secretary on the electoral schemes for the first elections to the new local authorities (1971–72).
Other Members:
Mr. William H. Coleman, JP (Bargoed), Member of Gelligaer UDC 1956–74.
Dr. Elwyn Davies, MA, LL.D.MSc. (Tenby), Secretary for Welsh Education, Department of Education and Science 1964–69.
Mrs. Winifred Rachel Mathias, CBE, JP (Cardiff), Member of Cardiff City Council 1954–74 and Lord Mayor 1972–73.
