§ The Prime MinisterNo. But as I told the House on 2nd May —[Vol. 872, c. 1322-32.]—the Royal Commission will be free to submit interim reports or recommendations, if it considers that there are matters within its terms of reference which ought to be dealt with urgently, before its final report is available.
