asked the Secretary of State for Foreign and Commonwealth Affairs whether his attention has been drawn to the unanimous recommendation of the assembly of WEU on 18th June 1974 that the Council of Ministers should preferably appoint a political personality as Secretary-General of WEU, after consulting the Presidential Committee of the Assembly; and if so what action he proposes to take with his colleagues on the Council to give effect to the Assembly's recommendations.

I have seen the Assembly's recommendation, which is at present under consideration in the Council of Western European Union. This is a matter which concerns all seven member Governments of the organisation, and I am unable to say what the Council's reply to the Assembly will be.
