asked the Minister of Overseas Development whether agreement has yet been reached on the total financial aid from European Community sources to the three Mahgreb countries and Malta; and if she will make a statement.

The EEC Council of Ministers agreed on 23rd July 1974 that an offer of aid should be made to the three Mahgreb countries and Malta of 360 million units of account, split 50–50 between European Investment Bank loans and Community concessional aid. The Council agreed that the latter should consist of 120 million units of account for soft loans and 60 million units of account for grants—including contributions towards rebates on EIB loans—giving an overall grant element of 43.1 per cent.
