Mr. Stanley

asked the Secretary of State for the Environment what is the design capacity of the M20 Ditton bypass; and, assuming that the Channel Tunnel is opened in 1980, what levels of traffic on the M20 Ditton bypass are forecast for the years 1981, 1985 and 1990.

Mr. Mulley

, pursuant to his reply, [29th July 1974], gave the following information:

applicants will need to show that a move outside London and the South-East is not practicable. There will be severe restriction on speculative building even for replacement; but I shall give permits for a limited number of such cases—e.g., on railway station sites or in new towns, if substantial public benefit would accrue through developments on behalf of public authorities. The effect of issuing the permit is that the applicant can then seek planning permission in the normal way. I shall be deciding on these lines the applications before me, many of which have been held up by the standstill applied by the previous administration.
