§ Mr. Merlyn ReesMr. Cudlipp was recruited and appointed by the Northern Ireland Office as it was considered that his professional abilities and experience as a journalist fitted him for the special requirements of consultant on public relations. His appointment is initially for four months, with option of extension if necessary, and in these circumstances the question of advertisment did not arise. Mr. Cudlipp has the status of a temporary civil servant.
