asked the Secretary of State for Scotland what has been the average percentage rise in local government expenditure in Scotland over the last three years.

1. Information for 1973–74 is not yet available.

2. The net rate fund expenditure figures represent expenditure met out of rates and Government grants, after deduction of fees, rents, etc., and sums transferred from revenue to capital.

3. The gross capital expenditure figures cover all local authority services, including revenue producing services.
