asked the Secretary of State for Employment whether he has noted the comments of the White Fish Authority in its Annual Report for 1973–74 to the effect that inadequate funds have been available for training in the inshore fishing industry; and whether he will consider assisting the inshore fishing industry under the Training Opportunities Scheme.

The Manpower Services Commission informs me that the Training Opportunities Scheme is intended to help individuals to obtain training which it is not the responsibility of industry to provide. In the case of persons who intend to work for an employer in the inshore fishing industry the responsibility for making additional provision for training over and above that offered by the White Fish Authority rests with employers in the industry. There is no provision under the Training Opportunities Scheme at the present time for assisting persons who intend to become self-employed.
