asked the Secretary of State for the Environment what percentage of road accidents at filter lights has been caused by vehicles turning right across the line of oncoming traffic; and whether he will consider making it obligatory for all filter lights to be made to operate intermittently when the lights change in favour of the oncoming traffic.

Accident data are not available to answer the first part of the Question. It would be dangerous to display an intermittent right turn arrow signal at traffic lights when the lights were in favour of opposing through traffic. If my hon. Friend can let me know the circumstances which give rise to his Question I will look into them.
