asked the Secretary of State for the Environment whether he will withdraw Circular 80 issued under the Town and Country Planning Act under which regional health authorities proposing to develop land within their ownership are required only to consult the appropriate planning authority rather than to submit their proposals for detailed scrutiny and decision by the local planning committee.

No. The object of the arrangements set out in the circular is to bring the non-statutory procedures for Crown development—including detailed scrutiny of proposals by planning authorities—closely in line with the statutory procedures for private applications.
