asked the Secretary of State for the Environment what are the names of the chairman, members, and terms of reference of the inquiry into local government finance and the rating system; when it will start work; and if it is intended to report within six months of its establishment.

Mr. Crosland

The committee's terms of reference will be to consider the system of local government finance and to make recommendations. I hope to make an announcement about the chairman and members of the committee very shortly. I shall ask the committee to report by the end of 1975; in view of the extreme complexity of the subject matter it would be unreasonable to set an earlier deadline.
